Dear Sir/Madam,
Sub: Roadmap to TQM and HRD, establishment of Quality Assurance Cells in
every college
Establishment of Quality Assurance Cells at Colleges, Quality Consortium -
Pioneer Institutions
As you are aware the 'Roadmap to TQM and HRD' initiated by the
Commissionerate in 2002, has been progressing very well in enhancing the
quality of teaching - learning processes and student -products during the
last two years. Clarifying concepts in TQM and HRD and developing personal
effectiveness of the teachers, and orienting administrative staff and
management groups to quality were done during 2002 - 2003. Subsequently,
during 2003 - 2004, similar programmes were organized with particular
stress on effective teaching - learning processes.
It is proposed that during 2004 - 2005, institutional development should
get the focus of attention. The Commissionerate directs all colleges to
undertake activities by which each college would assure quality in
tertiary education, both in its student - products as well as the
processes involved in developing competent students as employable and
responsible citizens.
Towards achieving these goals, the Commissionerate directs all colleges to
start a Quality Assurance Cell. The college will have to merge the
existing HRD and TQM Cell with this Quality Assurance Cell. Colleges may
also take the initiative to become members of the Quality Consortium,
which is a voluntary autonomous proposal. The Commissionerate has asked
all District Task Force Coordinators of 'Roadmap to TQM and HRD' to
interact with colleges which come under their jurisdiction to explain to
the colleges the structure and functioning of the 'Quality Consortium -
Pioneer Institutions'. It has also asked College for Leadership and Human
Resource Development, affiliated to Mangalore University, the
Commissionerate's Consultant Institution, to prepare a detailed brochure
and send a copy to all colleges in the state, including the self-financing
institutions, which have been accredited by NAAC.
The Commissionerate looks forward to hearing from all colleges about the
actions taken to implement the directions given above. Such information
shall be brought to the notice of the Commissionerate in writing on or
before 01 June 2004.
